BOOK 103 PAGE 20 7 <br />Conditional concurrency review examines the available capacity of each facility with respect to a <br />proposed project. Since rezoning requests are not projects, county regulations call for the <br />concurrency review to be based upon the most intense use of the subject property based upon the <br />requested zoning. For residential rezoning requests, the most intense use (according to the County's <br />LDRs) is the maximum number of units that could be built on the site, given the size of the property <br />and the maximum density under the proposed zoning. The site information used for the concurrency <br />analysis is as follows: <br />1. Size of Area to be Rezoned *10.0 acres -- <br />2. Existing Zoning District: A-1, Agricultural District (up to 1 unit/5 acres) <br />3. Proposed Zoning District: RM -8, Multiple -Family Residential District (up to 8 <br />units/acre) <br />4. Most Intense Use of Subject Property <br />Under Existing Zoning District: 2 Single -Family Units <br />5. Most Intense Use of Subject Property <br />Under Proposed Zoning District: 80 Single -Family Units <br />Transportation <br />As part of the concurrency review process, the applicant has submitted a Traffic Impact Statement <br />(TTS). The county's Traffic Engineering Division has reviewed and approved that TIS. A TIS <br />reports the number of peak hour/peak season/peak direction trips that would be generated by the <br />most intense use of the subject property under the proposed zoning district, and assigns those trips <br />to impacted roads. Impacted roads are defined in section 910.09(4)(b)3 of the county's LDRs as <br />roadway segments which receive five percent (5016) or more of the project traffic or fifty (50) or more <br />project trips, whichever is less. <br />According to the approved TTS, the existing level of service on impacted roadways would not be <br />lowered by the traffic generated by development of 80 single-family units on the subject property. <br />Water <br />With the proposed zoning, the subject property could accommodate 80 residential units, resulting <br />in water consumption at a rate of 80 Equivalent Residential Units (ERU), or 20,000 gallons/day. <br />This is based upon a level of service of 250 gallons/ERU/day. Development on the subject property <br />would be served by the South County Reverse Osmosis Plant which currently has a remg <br />capacity of approximately 1,908,665 gallons/day and can accommodate the additional demand <br />generated by the proposed rezoning. <br />Wastewater <br />Based upon the most intense use allowed under the proposed zoning, development of the property <br />will have a wastewater generation rate of approximately 80 Equivalent Residential Units (ERU), or <br />20,000 gallons/day. This is based upon the level of service standard of 250 gallons/ERU/day. <br />County wastewater service is available to the site from the West Regional Wastewater Treatment <br />Plant, which currently has a remaining ning capacity of more than 161,675 gallons/day and can <br />accommodate the additional wastewater generated by the subject request. <br />Solid Waste <br />Solid waste service includes pick-up by private operators and disposal at the county landfill. The <br />county's adopted level of service standard for landfill capacity is 2.37 cubic yards/person/ year. With <br />the county's average of approximately 23 personstunit, an 80 unit residential development would <br />be anticipated to house approximately 184 people (2.3 X 80). For the subject request to meet the <br />county's adopted solid waste level of service standard of 237 cubic yar, is/person/year, the landfill <br />must have enough capacity to accommodate approximately 436 (184 X 2.37) cubic yards/year. <br />A review of the solid waste capacity for the active -segment of the county landfill indicates the <br />availability of more than 842,072 cubic yards. The active segment of the landfill has a 2 year <br />capacity, and the landfill has expansion opacity beyond 2010. Based on the analysis, staff <br />determined that the county landfill can accommodate the additional solid waste generated by the site <br />under the proposed zoning district <br />OCTOBER 21, 1997 <br />
