Taber, <br />Coastal Engineer <br />SUBJECT: Request to Use Parking Lot at Wabasso Beach Park for Access to Beach <br />DATE: October 13, 1997 <br />DESCRIPTION AND CONDITIONS <br />On September 1, 1997, a request was submitted to Indian River County to use the <br />northern parking lot of Wabasso Beach Park to gain access to the beach to finish <br />construction of a seawall. The request was made by property owners that are awaiting <br />completion of their seawall by Cangianelli Construction. <br />County staff responded to the request by informing the property owners that the <br />unfortunate circumstances associated with last seasons use of the park find it necessary <br />to look for an alternative access. Staff also requested an on-site meeting with .the <br />property owners and contractor to review the construction of the seawall and determine <br />alternative access locations. <br />ALTERNATIVES AND ANALYSIS <br />During the above meeting, County staff walked the entire site to determine an alternative <br />access. Staff surveyed all areas within the Summerplace Subdivision and the findings are <br />as follows: <br />1) The number of utilities features such as septic tanks, overhead phone and electric <br />lines, water lines and utility poles prevent access through most properties without <br />difficulty. <br />2) The separation between homes was measured and ranged between 10' - 40'. The <br />access easements for the subdivision are T wide and would make it difficult to <br />maneuver a 16' wide crane and equipment. <br />3) Most locations that seemed to have adequate spacing for the equipment <br />consequently had some type of utility obstruction. <br />4) A vacant lot at the northern end of the subdivision was determined to be a viable . <br />location for access. However, the property owner's agent was contacted and <br />informed County staff that the executor of the property is unwilling to allow access. <br />OCTOBER 21, 1997 <br />54 <br />� s � <br />
