General discussion ensued regarding the $10,000 bond which was deemed sufficient, <br />and the charge of $50 per day. The Board was concerned that the property owners would <br />wind up paying this charge. <br />Director Davis noted that the County is not a party to the contracts between the <br />owners and Cangianelli Construction and has not been a part of these negotiations. <br />In response to Commissioner Adams' question, Director Davis stated there are 5 <br />seawalls still to be completed; King, Simpson, and McCoy to the south and Hersh and <br />Dinner Bell, Inc. to the north. <br />Dirk Parvus, one of the property owners, advised they need about 2 months to <br />complete the current projects for King, Simpson and McCoy, and then another 2 months for <br />the Hersh and Dinner Bell seawalls. Their contracts with Cangianelli reflect that the owners <br />must obtain access, so they would have to pay the $50 per day charge. <br />Mr. Parvus wondered if the Board would accept a personal guarantee from the owners <br />who were very involved with rehabilitation of the Park last year. They replaced the fencing, <br />sand and plants and had felt the Park was restored. They were unaware that the County was <br />not happy with the restoration project. <br />bond. <br />County Attorney Vitunac advised that staff would be happier with a $10,000 cash <br />Mr. Parvus stated that if the contractor were allowed back on November 1", 1997, the <br />project should be completed by the end of February, 1998. <br />Commissioner Adams questioned the schedule for painting of the seawalls, and Mr. <br />Parvus advised that would be a separate contract and anyone could do that portion of the <br />project. <br />Jim Crase, a principal in Dinner Bell, Inc., apologized for the need to bother the <br />Board with this matter. He understood the problems with trying to keep the property the way <br />it is and agreed that he also did not like the seawalls but would appreciate any assistance the <br />Board could give the property owners. <br />David Barney, Sebastian resident, totally disagreed with allowing use of the Park. <br />He felt that Cangianelli did not comply with the regulations the last time he was allowed use <br />of the Park and the residents have had no north parking lot for over a year and a half. <br />OCTOBER 21, 1997 <br />56 <br />
