CENTRAL REGION WASTEWATER TREATMENT PLANT UPDATE <br />AND AUTHORIZATION TO BID AND AWARD <br />The Board reviewed a Memorandum of October 3, 1997: <br />DATE: OCTOBER 3, 1997 <br />TO: JAMES E. McCAIN, P <br />STAFFED BY: CAPITAL PROJECT EER <br />SUBJECT: CENTRAL REGIONAL WASTEWATER TREATMENT <br />PLANT WWTP) UPDATE AND AUTHORIZATION TO BID <br />AND AWARD <br />BACKGROUND <br />On November 14, 1995 the firm of Camp Dresser & McKee, Inc. (CDM) was selected to design <br />the expansion of the Central Region Wastewater Treatment Plant (See attached agenda item & <br />minutes). On February 13, 1996, the firm of Carter Associates was hired to design a wastewater <br />interconnection between the North County Wastewater Treatment Plant and the Central Region <br />facility (See attached agenda item & minutes). As described in the attached package for the <br />interconnection, this was done to allow for the use of excess capacity at the Gifford facility <br />immediately following the expansion. By doing this, we were able to differ construction of the <br />North County Wastewater Treatment Plant expansion. For details of this action, please refer to <br />the attached report from Brown & Caldwell dated January 19, 1996. The design of the Gifford <br />Wastewater plant is complete. <br />Planning & Zoning and the Board of County Commissioners have approved the project's site <br />plans and the Department of Environmental Protection permits are in process. We are, therefore, <br />coming to the Board of County Commissioners for authorization to proceed with the bid and <br />award process for this project. <br />ANALYSIS <br />There are two issues which need to be addressed in this analysis. The first is "need". (i.e. capacity <br />analysis). The second is cost and funding. <br />CAPACITY ANALYSIS <br />Components of this analysis are as follows: <br />A. CONTRIBUTING FLOW <br />As the Board is aware, the Sea Oaks Wastewater Treatment Plant is being taken off line at <br />the beginning of October and the flow is being re-routed to the County's North Regional <br />Wastewater Treatment Plant (See attached agenda item & minutes). Another capacity <br />consideration is the North/Central Interconnection previously discussed in the background <br />portion of this agenda item. To demonstrate actual need we will present flow, permitted <br />and sold capacity as follows: <br />OCTOBER 21, 1997 <br />
