RESOLUTION NO. 97-128 <br />A RESOLUTION OF INDIAN RIVER COUNTY, FLORIDA, <br />TO THE LEGISLATURE OF THE STATE OF FLORIDA IN <br />SUPPORT OF A CONSTITUTIONAL REVISION PRO- <br />HIBITING UNFUNDED STATE MANDATES WITHOUT A <br />SUPER -MAJORITY VOTE OF THE LEGISLATURE. <br />WHEREAS, Indian River County is concerned with the Legislature's ability to issue <br />unfunded mandates to local governments since local governments should control their <br />spending decisions; and <br />WHEREAS, Indian River County would like it to be required that any state mandate be <br />passed by a super -majority vote of the Legislature, and not by a simple -majority vote as it is <br />now; and <br />WHEREAS, Indian River County feels that this important revision is necessary to protect <br />its citizens and taxpayers; <br />NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY <br />COMMISSIONERS OF INDIAN RIVER COUNTY, FLORIDA, that the Board urges the <br />Legislature of the State of Florida to recommend that unfunded state mandates be prohibited <br />unless passed by a super -majority vote. <br />The resolution was moved for adoption by Commissioner Gi nn . and the motion <br />was seconded by Commissioner Ti ppi n and, upon being put to a vote, the vote was as <br />follows: <br />Chairman Carolyn K.
