He gave as an example, <br />embezzlement when hiring an auditor or someone for budget, which would be a valid reason <br />not to employ. <br />Chairman Eggert inquired who would be conducting these background searches, and <br />Administrator Chandler advised that DBT, a computer service in Emergency Management, <br />will do the search only when he authorized it in writing to the Emergency Management <br />Director. The computer check will be conducted, the information provided to Administrator <br />Chandler, and he will carry it forward as necessary from that point. <br />ON MOTION by Commissioner Macht, SECONDED BY <br />Commissioner Tippin, the Board unanimously approved the <br />proposed background and security investigation with the <br />changes suggested today. <br />10.B. Chandler5.1e- <br />Coun Administrato�� <br />In response to the Board's request, attached is the policy for Palm Beach County <br />regarding former employees and limitations with respect to doing business with the County. <br />This policy may serve as a guide to formulating a policy specific to our county. The policy in <br />essence limits various former employees from representing anyone other than the County or <br />another public entity in matters relating to the County for a time frame of six (6) months to two <br />(2) years depending on the former employee's position. Some exemptions such as personnel or <br />ministerial matters are provided. However, based on the general Board discussions, the <br />exemption reflected in Section 2-145(e) would not be included. This section in the Palm Beach <br />ordinance permits former employees to receive compensation if employed by a consultant under <br />contract with the County. <br />In my opinion the policy should only be applicable to top management and certain <br />professional positions, similar to the Palm Beach ordinance.
