He would much rather test the waters and explore the gray areas and let some <br />judge disgrace himself by telling them they had done wrong. <br />Commissioner Ginn agreed the Board ought to test the waters. She thought the <br />Board's statement should be far more simple; this model ordinance was much too complex. <br />She also felt it should not be less than a year and possibly more. <br />Administrator Chandler anticipated enumerating the positions that would be subject <br />to the ordinance. He understood the Board would favor 2 years. <br />The Chairman felt there was CONSENSUS in the direction and Administrator <br />Chandler advised he would bring back a proposed ordinance. <br />11.E.1. TREASURE COAST REGIONAL PLANNING COUNCIL - <br />1997-98 PAYMENT <br />The Board reviewed a Memorandum dated October 20, 1997: <br />TO: Members of the Board <br />of County Commissioners <br />DATE: October 20, 1997 <br />SUBJECT: TREASURE COAST REGIONAL PLANNING COUNCIL <br />1997/98 PAYMENT - OMB AGENDA ITEM <br />FROM: Joseph A Bair <br />OMB Director <br />DESCRIPTION AND CONDPITONS <br />The Treasure Coast Regional Planning Council annual payment of $33,730 for 1997/98 fiscal year <br />is due November 1, 1997 under Florida Administrative rules. Some Commissioners have expressed <br />a desire to pay the Treasure Coast Regional Planning Council on a monthly basis rather than the full <br />amount up front on November 1. They cannot see why a County should pay the Treasure Coast <br />Regional Planning Council up front for an entire year. The County in November is operating in a <br />negative cash flow position; therefore, issuing a check for Treasure Coast Regional Planning Council <br />for a full year assessment is a burden. <br />RECOMMENDATIONS <br />Please advise how the Board wishes the Budget Office to proceed in processing the Treasure Coast <br />Regional Planning Council payment. 55 <br />OCTOBER 28, 1997 <br />600K 0: PACE, <br />�;,� <br />
