Public Works Director James Davis pointed out that some of the east -west roads are <br />shown to be paved on this cost -feasible plan; others are to be paved similar to the paving of <br />Cherry Lane, 26'h Street and 1" Street SW, by special assessment, because many of them are <br />collector roads, not principal or minor arterials. We have different programs to fund the road <br />paving; where special assessment is the appropriate program, they are not included on this <br />cost -feasible plan. Staff reacts to the petitions of neighborhoods to do paving, or if a <br />developer comes in to develop on the roadway, the developer is required to cost -share or <br />solicit a petition in the neighborhood to fund a portion of the paving. <br />Commissioner Ginn stated her concern was to get traffic off SR -60; some of the <br />residents have requested another road to be paved to the west. <br />Chairman Eggert asked that the CTC's dial -a -ride be added on page 54, Objective 9. <br />Fred Addison thanked Administrator Chandler and staff for preparing this <br />information. He called attention to page 8 and asked if staff would throw away that manual. <br />He did not see any major improvements for our north -south highways. US -1 and I-95 stay <br />jammed. <br />Level of Service <br />In order to determine if there are any existing roadway deficiencies in the county, the following <br />procedure was followed. Traffic counts were done for each roadway on the county's network. These <br />counts were then converted to peak hour\peak season\peak direction volumes for each roadway link <br />using the FDOT default tables, established in the latest edition of Florida's Level of Service <br />Standards & Guidelines Manual, 1995. Each roadway link and its corresponding capacity were then <br />compared to determine the existing level of service for the roadway. Table 4.7.1 shows the existing <br />level of service for each roadway on the network. As indicated in that table, there are no existing <br />deficiencies on the county's traffic circulation system. <br />Director Keating recounted that Kings Highway is going to be widened, which is <br />under existing and committed improvement. The MPO's plan and this plan envisions the 6- <br />laning of US -1 and the 4-laning of Citrus Highway and 66' Avenue. <br />Mr. Addison asked about the bikeways, and Director Keating advised that the <br />Transportation Element recommends adopting the MPO's new Bicycle -Pedestrian Plan that <br />37 <br />OCTOBER 29, 1997 <br />BOOK 103 FAGE� <br />
