Keating,P <br />Community Developme t D' <br />FROM: Sasan Robani, AICP S • Q . <br />Chief, Long -Range Planning <br />DATE: October 28, 1997 <br />SUBJECT: Consideration of EAR (Evaluation and Appraisal Report) based Indian River <br />County Comprehensive Plan Amendments <br />It is reed that the data herein presented be given formal consideration by the Board of County <br />Commissioners at its regular meeting of November 4, 1997. <br />DESCRIPTION AND CONDITIONS <br />In 1996, the county prepared its Comprehensive Plan Evaluation and Appraisal Report (EAR) and <br />submitted the report to the State of Florida Department of Community Affairs (DCA). DCA found <br />the county's evaluation and appraisal report to be sufficient. <br />Since January 1997, planning staff has worked on revising all 15 elements and sub -elements of the <br />comprehensive plan to incorporate the findings and recommendations of the evaluation and appraisal <br />report. These revisions are now complete. <br />To amend the comprehensive plan to incorporate the EAR's findings and recommendations, the <br />normal comprehensive plan amendment procedure must be followed. This procedure calls for a <br />public hearing before the local planning agency (Planning and Zoning Commission), a transmittal <br />public heating before the Board of County Commissioners, and a final adoption hearing before the <br />Board. <br />For the EAR -based comprehensive plan amendments, the public participation process is similar to the <br />public participation process followed in developing the Evaluation and Appraisal Report. As such, <br />the Planning and Zoning Commission has overall responsibility for gathering public input regarding <br />the comprehensive plan and providing direction to staff Many of the elements and sub -elements also <br />have been reviewed by other county committees such as the Affordable Housing Advisory <br />Committee, the Utilities Advisory Committee, Marine Advisory Narrows Watershed Action <br />Committee (MANWAC), the Metropolitan Planning Organization (MPO) Technical Advisory <br />Committee, and the Economic Development Council. <br />Section 163.3191(4), F.S. states that EAR based amendments must be adopted within one year of <br />EAR adoption. Therefore, the adoption date for the county's EAR based amendments became <br />December 17, 1997. Recently, however, the county received a six month extension for adopting <br />its EAR based amendments. <br />Following is a tentative schedule for the adoption of the Comprehensive Plan EAR based <br />amendments. <br />NOVEMBER 4, 1997 71 <br />BOOK 103 FACE 367 <br />L <br />
