BOOK 103 PAGE 378 <br />Bob Adair, Director of the Kerr Center, 7060 33' Street (Cherry Lane), <br />acknowledged that change is a part of life but felt that the surrounding properties should <br />remain as they are. <br />Ben Bailey of 1415 43' Court, the applicant, felt there are some good reasons this <br />should be reclassified and that the amendment would have no effect on the Kerr Center. He <br />urged the Board to follow staff's recommendations. <br />Attorney Bruce Barkett, representing Ben Bailey and Sid Banack, felt this <br />amendment would reduce urban sprawl and traffic. <br />Peter Robinson, Vice President of Laurel Homes, believed this amendment is a <br />good example of what we will face more and more in this County as he felt there will be a <br />50% increase in population in the County in the next 50 years. He felt densities have to be <br />increased in order to prevent urban sprawl. <br />Russ Banack of 6075 Atlantic Boulevard believed that change is inevitable and that <br />the Kerr Center will not be affected by the change. <br />Commissioner Ginn felt this property should remain at L-1 as she believed a change <br />would negatively affect the neighbors. <br />Commissioner Tippin stated he was on the Planning and Zoning Commission for 12 <br />years and never faced a more difficult issue. He commented that there are now hundreds of <br />houses in his neighborhood when there used to be just 5. He has seen no increase in crime <br />or vandalism and most of his neighbors are pretty nice people. He disagreed with the fears <br />expressed regarding the increase in development. <br />Chairman Eggert agreed with Commissioner Tippin and commented that there is a <br />lot of land in the County which is waterlogged or inappropriate for development, reducing <br />the amount of available land. <br />Commissioner Adams felt the conflict has not been resolved and asked whether a <br />commitment to additional buffering could be considered in order to continue the traditional <br />agricultural use. <br />Director Keating advised that staff could look into the alternatives but felt the <br />alternatives are very limited. <br />NOVEMBER 4, 1997 82 <br />
