Fr­ <br />NCK t, <br />Chairman Eggert questioned whether a session with the public is included, and Mr. <br />Hartman responded that they would prefer to first have a workshop with the Board and then <br />make a presentation to the public. <br />Commissioner Ginn questioned whether Mr. Hartman felt he had a real grasp of the <br />problems presented in the RFP, especially concerning the discriminatory rates between small <br />users. <br />Mr. Hartman stated his firm has a very good grasp of the problems presented and also <br />will include "lifeline" rates for individuals having a hard time in order that those who can't <br />pay their bills can at least have water and sewer. <br />County Attorney Vitunac questioned whether Mr. Hartman's firm has ever calculated <br />rates with a base facility charge directly related to volume, and Mr. Hartman responded they <br />have and have argued that calculation before the Florida Public Service Commission who <br />sets public policy. <br />County Attorney Vitunac then questioned whether Hartman & Associates, Inc. has <br />found mobile homes use less than 1 ERU compared to single-family dwellings. <br />Mr. Rocca answered that mobile homes and multi -family homes generally do use less <br />than 1 ERU compared to single-family dwellings and that mobile homes especially tend to <br />have more seasonality but are still existing and have a demand for available service. The <br />flow characteristics are usually less but this has to be annualized on an area -by -area basis. <br />Mr. Rocca continued that charges are based on demand but a lot of characteristics go <br />into identifying the costs that particular connections should pay relative to the County's <br />capital investment and other fixed costs which sometimes elevate base charges. <br />Chairman Eggert thanked the representatives and advised that, if the Board does not <br />come to a decision today, a decision will be made on Tuesday, November 18, 1997. <br />NOVEMBER 5, 1997 <br />-14- <br />
