PROCLAMATION DESIGNA TING DECEMBER 15.199 7 AS BILL OF <br />RIGHTS DA Y <br />Chairman Eggert presented the following Proclamation to John Olbermann; <br />PROCLAMATION <br />DESIGNATING DECEMBER 15 <br />AS BILL OF RIGHTS DAY IN <br />INDIAN RIVER COUNTY <br />WHEREAS, on December 15, 1971 The Bill of Rights was finally ratified by the States. This was <br />a declaration of what the federal government could not do, leaving the States free within the controls of <br />their own constitutions; and <br />WHEREAS, the Bill of Rights recognizes, affirms and protects fundamental human and civil rights <br />for which persons of all races have struggled for thousands of years; and <br />WHEREAS, to preserve the rights and freedoms secured by the Bill of Rights, our Forefathers and <br />hundreds of thousands of men and women serving in the Armed Forces and police agencies of the United <br />States of America, have suffered and sacrificed and died; and <br />WHEREAS, the rights and freedoms guaranteed by our Bill of Rights deserves perennial <br />celebrations; the sacrifices made to protect our Bill of Rights. Several of the original States refused to <br />ratify the Constitution without an express Bill of rights; and <br />WHEREAS, to commemorate the Bill of Rights with a special day would honor the fundamental <br />rights it enshrines and the sacrifices made to create and preserve these rights, and would proclaim these <br />rights to the residents of this County, to this Nation, and to the World: <br />NOW, THEREFORE, BE IT PROCLAIMED BY THE BOARD OF COUNTY <br />COMMISSIONERS, INDIAN RIVER COUNTY, FLORIDA, that December 15 of every year be <br />designated as Bill of Rights Day in Indian River County, and that all government agencies be enconmgsd <br />to observe the annual Bill of Rights Day in a manner that brings to mind the meaning and importance of <br />each of the Ten Articles contained in that Bill. <br />The Board also proclaims that the first annual commemoration of Bill of Rights Day in Indian <br />River County shall be on December 15, 1997. <br />Dated this 25 day of November, 1997. <br />NOVEMBER 25, 1997 <br />BOARD OF COUNTY COMMISSIONERS <br />INDIAN RIVER COUNTY, FLORIDA <br />a'� 4� �- Z" <br />Carolyn K ggert, Chai <br />-3- <br />BOOK P��CE <br />
