Commissioner Adams' MOTION WAS SECONDED BY <br />Commissioner Tippin. <br />Under discussion, Commissioner Ginn reported that she had gone through the <br />Administration Building yesterday and the need for additional space was very apparent to <br />her. She agreed with Commissioner Macht; she did not see how the Mall could be retrofitted <br />for the County's use. She asked why the County was purchasing the property around the <br />present Administration Building if we are not going to build a new building. The County <br />does own property and she felt the County should quickly begin the process of building a <br />new building because it will take five years before it is completed and ready to occupy. She <br />was ready to make a decision on building a new building, not renovate an old one. <br />The Chairman CALLED THE QUESTION and the motion <br />failed 2-3 (Commissioners Ginn, Macht and Eggert opposed). <br />MOTION WAS MADE by Commissioner Macht, SECONDED <br />BY Commissioner Ginn, that the Board direct staff to proceed <br />to do whatever is necessary to initiate a study for construction <br />of a new Administration Building.* <br />*Chairman Eggert asked the maker and seconder if they would include in that motion <br />an overview of the Sales Tax funds in light of a new law. The maker and seconder agreed. <br />Commissioner Macht added that Budget Director Joseph A. Baird had indicated to <br />him that use of Sales Tax was highly feasible and would produce absolutely no debt -service - <br />cost to the public, which is very attractive. <br />Under discussion, Commissioner Macht stated the Board needs to do whatever is <br />necessary to release any interest in the mall building to allow Tax Collector Karl <br />Zimmermann to proceed with his negotiations, which will produce a secondary effect of <br />making available that space in the Administration Building to provide some major space <br />relief. <br />Commissioner Adams asked if the Board is obligated to provide space for the Tax <br />Collector, and County Attorney Vitunac explained that Florida Statutes required the County <br />December 2, 1997 <br />
