Commissioner Adams thought that all the dickering back and forth is costing the lives <br />of scrub jays. She was delighted to finally move forward, not only for the people in <br />Sebastian but also for the scrub jays. <br />Commissioner Tippin indicated he would support this item but he was concerned <br />about the future costs involved. He suggested that the consultants be informed of the <br />concern for future management of these conservation lots. <br />Commissioner Ginn agreed that a consultant is the way to go, but she was concerned <br />about the lukewarm endorsements which came from the City of Sebastian and the Indian <br />River County School District Board. She could not see why they cannot help defray the <br />costs of this study, which will be an enormous help to both. <br />Commissioner Macht agreed that their endorsements were carefully crafted not to <br />include money, but in their defense he observed they pay tax, too, and it would be double <br />taxation to the taxpayers if they were to contribute in this instance. <br />Commissioner Adams defended them also since the Board backed out of purchasing <br />the lots at the last minute, when they were depending on the County to purchase them. <br />ON MOTION by Commissioner Adams, SECONDED BY <br />Commissioner Ginn, the Board unanimously authorized staff to <br />develop a proposed scope of services and issue a Request for <br />Proposals (RFP) for professional services relating to <br />development of a Sebastian area -wide scrub jay Habitat <br />Conservation Plan (HCP), at a cost not to exceed $20,000, to be <br />funded by environmental land acquisition bond monies, as <br />recommended by staff. <br />II.B.1.
