McCAIN, <br />AND STAFFED CAPITAL PROJECTS E <br />M" <br />BY: DEPARTMENT OF SERVICES <br />SUBJECT: COUNTY -WIDE PLANT COMMUNICATION/DISPATCHING <br />SYSTEM <br />ISDN PHONE LINE AGREEMENTS <br />BACKGROUND <br />In September 1995. the Utilities Department received approval from the <br />Board of County Commissioners to proceed with its 900 MHZ telemetry <br />system for water and wastewater. As part of the various treatment plant <br />projects. we are now nearing completion of the Utilities County -wide plant <br />commwiication/dispatching system. The final component of this system will <br />be implemented with the Gifford Treatment Plant project; i.e., the effluent <br />control system. As part of the system, ISDN communication lines are <br />required to all plant facilities, and installation of same is now under way. <br />ANALYSIS <br />As part of the contractual obligation with the contractor for this work, they <br />are obligated to pay for all associated installation costs. These fees. <br />however, must be initially paid by the County and then recovered from the <br />contractor's pay requests. All of the ISDN lines have been installed with the <br />exception of the lines to the West Regional Wastewater Treatment Plant. As <br />a result of the distance (in excess of 5 miles to the site), a special <br />arrangement agreement is necessary between the County and Southern Bell. <br />(Please reference the attached agreement.) The costs to he paid by the <br />contractor through reimbursement are as follows: <br />1) Contract Preparaon S 659.00 <br />2) First ISDN Line 845.00 <br />3) Six Additional Lines 1.500.00 <br />83,004.00 <br />DECEMBER 23, 1997 <br />-16- <br />
