Ir <br />BooK 104 FACE <br />BACKGROUND: <br />The Utilities Department has approved in its current year budget, the purchase of a new sewer <br />cleaner truck. This is a replacement purchase for the 1992 Vac -Con sewer cleaner truck currently <br />in use. These trucks are designed with a self contained high pressure water jet system, mounted <br />on Ford LNT 8000 chassis ,used to break up and back flush debris clogging sewer lines, catch <br />basins, lift stations and storm water lines throughout the County. Once the clog is broken up at <br />a particular site, the debris is vacuumed back into the truck tank for proper disposal. An <br />additional use for this truck is for the containment and proper control of waste water spills. <br />ANALYSIS <br />The City of Miami Beach awarded Bid No. 161-95/96 on October 23, 1996 for the purchase of <br />one of these units to Southern Sewer Equipment Sales, Ft. Pierce, Florida. Southern Sewer has <br />offered to hold their 1996 prices firm to Indian River County in the amount of $168,773.00 for <br />one (1) new VAC -Con sewer cleaner truck. The vendor has offered to make the following <br />changes at no additional charge: <br />• 11 yard debris tank enlarged to a 12 yard debris tank <br />• 80 G.P.M. @ 2000 PSI water system exchanged to 30 G.P.M. @ 3000 PSI water system <br />• 1" sewer hose exchanged for 3/4" sewer hose <br />• 1997 Ford Chassis upgraded to 1998 Ford Chassis <br />Additional hoses, parts and a root cutter attachment have been requested by the department <br />amending the purchase price to $174,669.95. Budgeted amount for this type of equipment in the <br />current year budget is $185,000.00. <br />RECONARENDATION: <br />Staff recommends that the Board waive the formal bidding requirements for this purchase and <br />accept Southern Sewer's offer to piggyback the City of Miami Beach bid award (No. 161-95/96) <br />for the base bid with the above referenced changes for a total purchase price of $174,669.95. <br />DATE: JANUARY 5, 1998 <br />TO: INDIAN RIVER COUNTY <br />BOARD OF COUNTY COMMISSIONERS <br />THRU: JAMES W. RAUTH <br />MANAGER OF WATER/WASTEWATER OPERATIONS <br />SUBJECT: CONSENT AGENDA ITEM - PURCHASE OF SEWER VAC TRUCK <br />The following information is provided to update the aforementioned <br />agenda item. <br />The correct model and year of the truck that has been budgeted by the <br />Utilities Department to be replaced is a 1986 GMC 7000 Sewer Cleaning <br />Truck, not a 1992 Vac -Con Sewer Cleaning Truck (see attached budget <br />page). <br />The Department of Utility Services' plans are to continue to use the <br />1992 Vac -Con Sewer Cleaning Truck. The Department is planning to transfer <br />the 1986 GMC 7000 Sewer Cleaning Truck to the Road and Bridge Division of <br />Public Works, where the truck can be utilized for stormwater system <br />cleaning. <br />14 <br />January 6, 1998 <br />19 • <br />0 0 <br />
