Fr <br />BOOK 104 PAGE 24 -7 <br />Effects of Amendment <br />The request, if approved, would: <br />Amend the DRI master plan to allow the Grand Harbor tracts formerly designated as "Office <br />Parcel" and "Shopping Center Tract" to be developed with any combination of residential, <br />office, and commercial uses, but limit such development so as not to exceed the trip <br />generation/attraction approved for the tracts in the original DRI proposal (1,137 net new <br />external two-way PM Peak Hour Trips). Currently, the Grand Harbor's sales and <br />administration office is the only development on either parcel. The overall effect will be to <br />allow residential development within areas previously designated for office and commercial <br />uses only. <br />2. Extend the projected project build -out to a more realistic date of December 30, 2005. <br />Because the project traffic analysis has been updated in accordance with the requested <br />extension and no negative traffic impacts (except those already addressed with the existing <br />D.O. conditions) are anticipated as a result of granting the request, staffs concerns about <br />extending the buildout date are adequately addressed. Also, in staff s opinion, the extended <br />site is more realistic for actual project timeframes. <br />County staff has no objections to the proposed request. <br />RECOMMENDATION: <br />Staff recommends that the Board of County Commissioners: <br />Determine that the request does not constitute a substantial deviation, and <br />2. Adopt the attached resolution amending the Grand Harbor D.O. to allow the requested <br />changes described in this report. <br />ATTACHMENTS: <br />1. Location Map <br />2. Agency Correspondence <br />Director Boling advised that he had received information this morning that the <br />Department of Community Affairs wanted some wording changes in paragraph 5 of the <br />resolution. The changes are merely adding in some of the numbers and figures from the <br />exhibits, which staffhad included. Staff recommends modifying the resolution as requested <br />by D.C.A. and authorizing the Chairman to sign it. <br />Chairman Tippin asked if there were any questions before opening the public hearing. <br />Commissioner Ginn inquired about the following paragraph on page 45 from the draft <br />of the P.Z.C. minutes. <br />20 <br />January 6, 1998 <br />0 of <br />
