Commissioner Ginn believed the contractor would work harder to complete the job <br />if the County is holding 10%. That retainage is in the contract and she felt the County <br />should hold to the terms of the contract. <br />Commissioner Adams felt that some of the delays experienced in projects are not due <br />to the fact that the County is holding monies, but are due to things like the weather. She <br />noted an instance where it was not anticipated that driveways would have to be moved but <br />that change did arise. The fee associated with this <br />agreement is $2,076.00 per year. <br />The District has presented the County with a 1998 agreement for execution.
