ANALYSIS <br />0 <br />FDOT requires an UR as the first step in the process of funding and constructing a new interchange. <br />Because the UR will be prepared by a consultant, a scope of services and JPA must be approved prior <br />to consultant selection Staff previously prepared, and FDOT and the MPO previously approved <br />a scope of services for preparation of the UR. Recently. FDOT prepared a JPA A copy of both the <br />JPA and the scope of services is attached. <br />Since the staff prepared, the MPO endorsed, and the FDOT approved the UR scope of services, no <br />changes need to be made to the scope. With respect to the JPA, this is primarily an administrative <br />document allowing FDOT to grant Indian River County $70,000 to prepare an UR and committing <br />the County to use the funds for that purpose. <br />It is staff s position that the Board should authorize the chairman to execute the JPA, but direct staff <br />not to initiate the consultant selection process for at least six months, at which time the Board can <br />assess development activity in the Oslo Road/I-95 area and determine if an UR would have a high <br />probability of success. This course of action will preserve the $70,000 FDOT grant without <br />committing the county to undertake a potentially futile study. <br />RECOMMENDATION <br />Staff recommends that the Board of County Commissioners approve the I-95/Oslo Rd. Interchange <br />Joint Participation Agreement and direct staff not to initiate consultant selection until authorized by <br />subsequent action of the Board of County Commissioners. <br />Attachments: <br />Approved Interchange Justification Report Scope of Services <br />Proposed Indian River County/FDOT Joint Participation Agreement <br />ON MOTION by Commissioner Eggert, <br />SECONDED by Commissioner Macht, the Board <br />unanimously (1) approved the I-95/Oslo Road <br />Interchange Joint Participation Agreement; (2) <br />directed staffnot to initiate consultant selection until <br />authorized by subsequent action of the Board; and <br />(3) adopted Resolution 98-020 authorizing the <br />execution of a Joint Participation Agreement with <br />the Florida Department of Transportation for <br />preparation of an Interchange Justification Report. <br />AGREEMENT IS ON FILE IN THE <br />OFFICE OF THE CLERK TO THE BOARD <br />FEBRUARY 10, 1998 <br />-41- bm �': �r J <br />L <br />
