SOLE SOURCE PURCHASE OF 4 AUTOMATIC <br />EXTERNAL DEFIBRILLATORS WITH ACCESSORIES - <br />EMS MATCHING GRANT FUNDS - PHYSIO -CONTROL <br />The Board reviewed a Memorandum of February 2, 1998: <br />TO: Indian River County Board <br />of County Commissioners <br />FROM: Pat Callahan, Director <br />Recreation Department IjCL+ <br />DATE: February 2,1998 <br />SUBJECT: Authorization to Sole Source Purchase Four (4) Automatic External <br />Defibrillators With Accessories From EMS Matching Grant Funds <br />It is respectfully requested that the information contained herein be given formal consideration by <br />the Board of County Commissioners at the next scheduled meeting. <br />DESCRIPTION AND CONDITIONS <br />The Florida Department of Health, Bureau of Emergency Medical Services (EMS) Matching Grant <br />program, assists private and public organizations in improving and expanding emergency prehospital <br />EMS systems. Funds are collected from various traffic fines and related cost proceedings as <br />authorized by Chapter 401, part H, Florida Statutes. These fimds are deposited into the EMS trust <br />fund with forty percent of the funds collected being used for the EMS Matching Grant Program. <br />Staff is requesting the purchase of four (4) Automatic External Defibrillators for use by the county <br />lifeguards. <br />The funding for the new equipment is structured as follows: <br />Equipment CounjX Match ate Match Total <br />Four (4) LifePak 500 $ 3,550.00 $10,650.00 $14,200.00 <br />Automated External <br />Defibrillators <br />ALTERNATIVES AND ANALYSIS <br />County Lifeguards regularly respond to medical emergencies on county beaches and are an integral <br />part of the EMS Team. Lifeguards are trained at the EMT level and provide first -responder care on <br />medical, trauma, and water related emergencies to victims prior to the arrival of county paramedics. <br />Cardiac arrest means certain death when neither CPR nor defibrillation is used. If a first -responder <br />begins CPR within two minutes, survival chances rise to between 2% and 8%. When both CPR and <br />defibrillation occur within eight minutes, the likelihood of survival goes up to 20%. This figure rises <br />to 30% when the victim receives a combination of CPR and defibrillation within four minutes and <br />paramedic intervention within eight minutes. <br />Enabling lifeguards to utilize an automatic external defibrillator will allow for rapid defibrillation <br />delivering an electrical current within the first few minutes after sudden cardiac arrest improving the <br />patients chance for survival. <br />The request for sole source authorization to purchase the Physio Control LifePak 500 automatic <br />external defibrillators is predicated on the fact that the EMS Division has in place a Physio Control <br />AED trainer. The LifePak 500 will interface with the defibrillator carried on board county <br />ambulances and software is available at no charge to interface both the EMT and paramedic response <br />documentation.
