UW -98 -04 -DS <br />BACKGROUND <br />The City of Sebastian is underway with an extensive drainage <br />improvement project. One segment of the project includes replacing <br />several deteriorated metal drainage culverts with larger reinforced <br />concrete pipes. At one of the locations, Sebastian engineering <br />staff has identified a conflict with an existing water main and <br />requested that the Department of Utility Services relocate tr:e <br />affected facilities. <br />The conflict is located on South Wimbrow Drive, between Faith <br />Terrace and Harp Terrace (see attached sketch). This particular <br />conflict halted construction of the drainage project. As such, the <br />City has requested an expedient response by the County to relocate <br />the subject facilities. <br />On September 21, 1993, the Board of County Commissioners approved <br />the award of the Labor Contract (Bid No. 4007) to Driveways, Inc. <br />(See attached meeting minutes for contract renewal). The Department <br />of Utility Services requests that the Board of County Commissioners <br />approve the attached contract with Driveways, Inc. to relocate the <br />conflicting facilities away from the proposed culverts. <br />ANALYSIS <br />The conflict on South Wimbrow Drive will involve relocating a 12" <br />diameter water main underneath a proposed culvert pipe. The <br />existing PVC water main will have to be replaced with ductile iron <br />oipe due to the excessive weight of the concrete culvert. <br />The contractor has estimated that the labor portion of relocating <br />the water main will be $4,896.41. The estimated total cost to <br />relocate the facilities is estimated to be $12,621.71. This <br />includes $6,123.33 for material, a 10% contingency of $1,101.97 and <br />$500.00 for engineering and administrative cost (see attached cost <br />estimates). <br />RECOMMENDATION <br />The staff of the Department of Utility Services recommends that the <br />Board of County Commissioners authorize the purchase of material <br />from U.S. Filter/Davis Meter, approve the contract with Driveways, <br />Inc. in the amount of $4,896.41, and authorize the Chairman to <br />execute same, as presented. <br />FEBRUARY 10, 1998 <br />-50- <br />0 a <br />
