It allows a transfer of density from inside to outside the <br />urban service area which the Comp Plan does not allow. The TND would be more restrictive <br />in some respects than a Planned Development (PD) and less restrictive in others. <br />Commissioner Eggert expressed her concern regarding Policy 18.2 which "shall <br />include" reduced setbacks, lot requirements, corner radii and off-street parking requirements. <br />She felt it is a great concept but there is almost a total lack of flexibility. <br />Chairman Tippin commented regarding the philosophical changes in planning in the <br />last few years. At one time low-density development with lots of green space was <br />encouraged but that type of development is now thought to contribute to urban sprawl. <br />Commissioner Macht felt that care must be taken with clustering to make it feasible <br />as the success of commercial ventures is crucial. <br />Commissioner Ginn agreed that business can only survive if the customers are there. <br />When commercial enterprises are put outside the urban service area, they cannot prosper. <br />She dislikes density bonuses intensely but felt this is a creative idea which needs to be <br />attempted. <br />Commissioner Adams noted that the City of Fellsmere has been a TND for many <br />years. It is not the buildings or organizations who make a community, but the people who <br />live there.
