609K J 0 4 1, - Fa,Gc 6' 6 <br />Commissioner Adams commented that she had spoken with Mr. Hatala and, while he <br />has a very valid concern, the issue needs to come before the Board as a public discussion <br />item. She also felt that Mr. Hatala's former attorney, Steve Henderson, should be given an <br />opportunity to appear and asked if the matter could be on next week's agenda. <br />CONSENSUS was reached to put Mr. Hatala's item on the agenda for next week's <br />public discussion items. <br />Commissioner Ginn asked staff to please make sure all the Commissioners have all <br />the backup regarding that matter. <br />Chairman Tippin asked if anyone else wished to comment. There being none, he <br />closed the public hearing. <br />Commissioner Ginn noted that she had several comments regarding Objective 18, <br />Traditional Neighborhood Development (TND). She felt that a minimum of 1% of the total <br />project area is a very limited space and did not want to see the County include a minimum <br />as builders would then build to the minimum. She questioned where this has been <br />successfully done without being subsidized. <br />Director Keating noted there was a very good article in Florida Trend this month that <br />presents a very balanced story about the negatives and positives of TNDs. The article cites <br />Seaside, Celebration, Hale Plantation, and a number of out-of-state developments in <br />California and Maryland. <br />Commissioner Ginn felt the County needs to be very concerned about minimums and - <br />expressed her own concern that a 40 acre parcel would be large enough for such a <br />development. <br />Director Keating agreed that ideally, the developments would be much larger but staff <br />feels developers should be encouraged to come in with at least the basic components of a <br />TND. This is a work -in -progress and is not cast in stone and staff hesitates to make the <br />requirements too specific and unenforceable. <br />Commissioner Ginn then noted the 10% density bonus on Page 89 of Objective 18 <br />and reminded staff that they know that she has very negative feelings about density bonuses. <br />The Chairman re -opened the public hearing and recognized Debb Robinson from the <br />audience. <br />MARCH 10, 1998 <br />0 -54- <br />• <br />
