Keating, AICP <br />Community Developmen Directo • / <br />FROM: Sasan Rohani, AICP S •W - <br />Chief, Long -Range Planning <br />DATE: March 3, 1998 <br />SUBJECT: REVIEW AND CONSIDERATION OF REVISED INDIAN RIVER COUNTY <br />LOCAL HOUSING ASSISTANCE PLAN <br />It is requested that the data herein presented be given formal consideration by the Board of County <br />Commissioners at its regular meeting of March 10, 1998. <br />Pursuant to the requirements of Section 420.907, F.S., the State Housing Initiatives Partnership <br />Program (SHIP), and Rule 9I-37.005, Florida Administrative Code (FAC), the Board of County <br />Commissioners approved the Indian River County Local Housing Assistance Plan (Ordinance #93- <br />13) on April 6,1993. In June,1993, the Florida Housing Finance Corporation approved the county's <br />plan and authorized the disbursement of SHIP funds. <br />According to a 1993 amendment to Rule 9I-37.005(2), Florida Administrative Code, the county had <br />to periodically submit a new Local Housing Assistance Plan to the Florida Housing Finance <br />Corporation. Subsequently, the county's plan was revised in 1994 and 1997. <br />On March 11, 1997, the Board of County Commissioners adopted resolution #97-16, which <br />approved the county's revised 3 year plan for FY 97-98, FY 98-99, and FY 99-2000. The Florida <br />Housing Finance Corporation then approved the county's revised plan on April 21, 1997, and <br />authorized the disbursement of SHIP funds until June, 2000. <br />Also, according to state requirements, each county or eligible municipality participating in the State <br />Housing Initiatives Partnership Program (SHIP) had to adopt an Affordable Housing Incentive Plan <br />within 12 months after the establishment of its local housing assistance program. To comply with <br />that requirement, the Indian River County Affordable Housing Advisory Committee reviewed local <br />established policies, procedures, ordinances, land development regulations, and the county's adopted <br />comprehensive plan and made specific recommendations to encourage or facilitate the provision of <br />affordable housing. <br />On January 13, 1994, the Indian River County Affordable Housing Advisory Committee held a <br />public hearing pursuant to the requirements of Section 420.9076 (5), F.S., and continued the public <br />hearing to a time certain date on February 10, 1994. At that time, the Affordable Housing Advisory <br />Committee voted to recommend that the Board of County Commissioners adopt the Indian River <br />County Affordable Housing Incentive Plan. <br />The proposed plan was presented to the Board of County Commissioners on March 8, 1994. At that <br />time, the Board approved resolution #94-44, adopting the Indian River County Affordable Housing <br />Incentive Plan. In accordance with state requirements, staff then transmitted a copy of the approved <br />Affordable Housing Incentive Plan and related information to the Florida Housing Finance <br />Corporation for their review. <br />MARCH 10, 1998 <br />
