CHAST <br />AND STAFFED <br />MANAGER OF AS E NT PROJECTS <br />BY: <br />DEPARTMENT OF ITY SERVICES <br />SUBJECT: SEBASTIAN WATER EXPANSION - PHASE I <br />RESOLUTION IV - FINAL ASSESSMENT <br />INDIAN RIVER COUNTY PROJECT NO. UW -95 -28 -DS <br />On August 27, 1996, the Indian River County Board of County Commissioners <br />approved Resolution III, No. 96-100, for the preliminary assessment roll on the above - <br />referenced project. Construction of the project has been completed. Customer <br />connections began as various portions received DEP clearance, dating from June 1997 <br />throughout the summer. Letters were mailed to property owners notifying them that <br />they could connect to the system. The last of these letters were mailed October 3, <br />1997. We are now requesting the Board of County Commissioners' approval of the <br />final assessment roll. (See attached minutes and Resolution M. <br />ANALYSIS <br />The preliminary assessment was for an estimated cost of $3,331,139.94, which <br />equated to $0.139949 per square foot of property assessed. The final assessment (see <br />attached Resolution IV and the accompanying assessment roll) is in the amount of <br />$2,429,559.60, which equates to a cost of $0.102722 (rounded) per square foot. The <br />final assessment is $0.0372 per square foot (26.60%) less than the preliminary <br />assessment. <br />The staff of the Department of Utility Services recommends that the Board of County <br />Commissioners approve adoption of Resolution IV, which is attached, and authorize <br />the chairman to execute same. <br />MOTION WAS MADE by Commissioner Eggert, <br />SECONDED by Commissioner Adams, that the <br />Board adopt Resolution 98-032 certifying "as -built" <br />costs for installation of water service to Sebastian <br />Area Water Expansion Phase I and such other <br />construction necessitated by such project; providing <br />for formal completion date, and date for payment <br />without penalty and interest. <br />Under discussion, Commissioner Ginn questioned whether the project had been <br />divided into 5 phases, and Director of Utility Services Don Hubbs explained that the project <br />was in 3 phases but Phase 2 of the project had been broken into 5 phases. <br />MARCH 10, 1998 <br />"1�, C. -. <br />
