Florida 32960 <br />The Honorable Senator Bob Graham <br />524 Hart Senate Office Building <br />Washington, D.C. 20510 <br />Re: Bill #HR -1534 <br />Dear Senator Graham: <br />Suncorn Telephone: 224-1011 <br />I recently attended the National Association of Counties' Legislative Meeting in <br />Washington, D.C. and was distressed to find out from the program that Congress is <br />considering giving appeal jurisdiction in local zoning matters to federal district courts under <br />Section 1983 of Title 42 of the U.S. Code. <br />I have been under the impression that the announced intention of Congress and of the <br />Administration itself is to bring government back to the local level under the theory that <br />government closest to the people governs best. Local zoning issues are certainly a matter <br />which can be handled better by local courts than by the federal judiciary. <br />We also are told by our NACO representatives that the federal court system is understaffed <br />and overworked and years behind in its civil case workload. To add thousands of <br />additional zoning appeals would clearly worsen the problem. The delay and expense to the <br />federal court system which would be caused by this bill cannot work to the benefit of the <br />public. <br />We respectfully request that you use your good offices to defeat this bill.
