TO: Honorable Board of County Commissioners <br />THROUGH: Jim Chandler, County Administraator <br />FROM: Doug Wright, Director <br />Department of Emergency Services <br />DATE: March 23, 1998 <br />SUBJECT: Approval of Renewal of a Class "A" Certificate of Public Convenience and Necessity for <br />Indian River Shores Department of Public Safety to Provide ALS/BLS Prehospital <br />Emergency Medical Services <br />It is respectfully requested the information contained herein be given formal consideration by the Board <br />of County Commissioners at the next scheduled meeting. <br />DESCRIPTION AND CONDITIONS <br />On April 11, 1996, the Indian River County Board of County Commissioners approved an Emergency <br />Medical Services ALS/BLS Certificate of Public Convenience and Necessity for the Town of Indian River <br />Shores. This certificate was necessary in order to comply with Chapter 304 of the Indian River Code <br />of Laws and Ordinances. The certificate was approved and issued for a period of two years with an <br />expiration date of April 10, 1998. <br />The Town of Indian River Shores has submitted an application for renewal of the certificate. Staff has <br />reviewed the application and certifies that all requirements of Chapter 304 of the County Code have been <br />met, which would justify the issuance of a renewal certificate. <br />As in prior renewals, the service area for this EMS ALS provider would be confined to the municipal <br />limits of the Town of Indian River Shores except when mutual aid assistance is requested. <br />ALTERNATIVES AND ANALYSES <br />Section 304.11 of the Indian River County Code of Laws and Ordinances provides for routine renewal <br />of an EMS Certificate of Public Convenience and Necessity on application by a current certificate holder. <br />This can be accomplished without a public hearing unless the Board has reason to believe the public <br />health, safety, and welfare require a public hearing. Staff submits that there is no reason to hold a public <br />hearing and absent that requirement, the Board is requested to issue and renew the certificate for the <br />Town routinely. <br />RECOACWENDATION <br />Staff respeeffiffly recommends that the Board of County Commissioners approve and renew the EMS <br />Certificate of Public Convenience and Necessity for the Town of Indian River Shores Department of <br />Public Safety for a Class "A" certificate to be effective for a period of two years, from April 11, 1998 <br />through April 10, 2000. <br />This provider, as with all others, will continue to be subject to the authority of Florida statutes, <br />administrative rules, and as provided by Chapter 304 of the Indian River Code of Laws and Ordinances. <br />ATTACHMENTS <br />Referenced application <br />April 7,1998 <br />;a <br />
