AT THE AQUACULTURE USE ZONE ADVISORY <br />COMMITTEE MEETING OF MARCH 26, 19981 IT WAS <br />THE CONSENSUS OF THE COMMITTEE THAT <br />COMMISSIONER FRAN ADAMS CONTACT STATE <br />OFFICIALS AND GO TO TALLAHASSEE TO <br />INVESTIGATE THE POSSIBILITY OF THE COUNTY <br />LEASING THE AQUACULTURE USE ZONE. THE <br />COUNTY WOULD THEN SUBLEASE THE INDIVIDUAL <br />PARCELS FOR CLAMMING PURPOSES. <br />MOTION WAS MADE by Commissioner Macht, SECONDED <br />BY Commissioner Tippin, that Commissioner Adams contact <br />State Officials and go to Tallahassee to investigate the <br />possibility of the County leasing the Aquaculture Use Zone, and <br />then subleasing the individual parcels for clamming purposes. <br />Under discussion, Commissioner Ginn expressed concern about -expenses if the <br />County is successful. <br />Commissioner Adams explained the cost would be $20 per acre per year. The intent <br />of the AUZ is that it be "farmed" by the displaced net fishermen. A concern has arisen <br />because Levy and other counties have experienced that, after training these fishermen, a large <br />corporation came in and bought up leases. The fear from our fishermen is, if that happens, <br />the small fisherman's operation will be driven out of business due to price setting by a large <br />company. Also, there is a fear that mechanical harvesting devices will be used within the <br />refuge which will destroy that resource. Hopefully, trying to work it out so the County <br />leases it, we have more control over the subleases. <br />Commissioner Ginn.'s next concerns had to do with surveying the leased property, <br />settlement of territorial disputes, and staffing. <br />Commissioner Eggert explained that we are just now at the informational gathering <br />point.
