PROCLAMATION DESIGNA nNG WEEK OF APRIL 19-25,1998 AS CRIME <br />VICTIMS'RIGHTS WEEKIIVINDIANRwER COUNTY <br />The Chairman presented the following Proclamation: <br />PROCLAMATION <br />WHEREAS, one violent crime is 'committed in America <br />every 19 seconds; and <br />WHEREAS, 36.8 million victimizations of Americans occur in <br />the United States each year, and of those, 9.1 million are victims <br />of violent crime; and <br />WHEREAS, crime victims play an indispensable role in <br />bringing offenders to justice; and <br />WHEREAS, law-abiding citizens are no less deserving of <br />justice, rights, resources, restoration and rehabilitation than the <br />violent offenders who victimize them; and <br />WHEREAS, the citizens across America believe that Victims' <br />Rights are Right for America and the millions of survivors of crime <br />and their families deserve justice; and <br />WHEREAS, as a nation devoted to liberty and justice for <br />all, America must increase its efforts to protect, restore and <br />expand crime victims' rights; and <br />WHEREAS, Indian River County is joining forces with victim <br />service programs, criminal justice officials and concerned citizens <br />throughout Indian River County to observe National Crime Victims' <br />Rights Week: <br />APRIL 14, 1998 <br />
