In accordance with Florida State Statutes 287.055, "Consultants Negotiation Act", a Selection Committee <br />was appointed They reviewed the proposals and decided to hear oral presentations from six (6) firms. On <br />Friday, March 20, 1998, the Committee interviewed the six firms and based on their experience and <br />qualifications determined the following prioritized short list- <br />1. <br />ist <br />1. Spillis-Candela & Partners (SCP) <br />2. Schwab, Twitty & Hanser Architects (STH) <br />3. Hunton-Brady-Pryor-Meso Architects (BBPM) <br />RECOMMENDATION: <br />Staff recommends approval of the list as presented and authorize staff to enter into negotiations with the <br />number one ranked firm. This process will be carried out as prescribed in the statutes and a contract will <br />be brought back to the Board for approval. <br />Commissioner Ginn requested that the vote be delayed for 1 week in order to allow <br />time to review the proposals. <br />County Administrator Chandler explained that pursuant to the Consultants <br />Competitive Negotiations Act (CCNA), the procedure has been to put out the proposals and <br />when they are received the County's Selection Committee reviews the proposals and picks <br />a short-list. Those applicants on the short-list are then interviewed and the Board is <br />presented the short-list with a recommendation from the Committee to negotiate with the <br />number one selected applicant. <br />Commissioner Eggert noted that no request had been made of staff that the interviews <br />be conducted before the Board. <br />Commissioner Ginn wanted more backup and expressed her concern that the applicant <br />chosen would reflect upon the Board. She inquired who was on the Selection Committee, <br />and County Administrator Chandler advised that the Committee is composed of General <br />Services Director Sonny Dean, Emergency Services Director Doug Wright, Building and <br />Grounds Superintendent Lynn Williams, Telecommunications Division Manager Terry <br />Smith, and Building Division Director Ester Rymer. <br />CommissionerGinn questioned why a representative from engineering was not on the <br />Committee and made reference to the problems encountered with the Ft. Pierce City Hall and <br />the Martin County Courthouse. She emphasized that she wanted to review the proposals. <br />Commissioner Adams had no problem with a 1 -week delay and noted that the County <br />has been very fortunate in its County Selection Committee. <br />Commissioner Eggert also noted that none of the architects on the short-list has been <br />involved with the County's courthouse, library or jail buildings. <br />APRIL 14, 1998 <br />07 <br />
