Ltl� i u <br />Lap4f�er' <br />Planning Director Stan Boling used the ELMO to demonstrate the plans for the Board, <br />and Commissioner Adams expressed her concerns about the possible effects on the neighbors <br />of the amphitheater. She felt unconvinced that a 6 foot buffer would be adequate. <br />Director Boling explained that the amphitheater would be located at the southern end <br />of the proposed lake, in a semi -circle with performances directed toward the church. <br />Because of the small size of the amphitheater, staff did not feel there would be large services <br />out there. <br />The Chairman opened the public hearing and asked if anyone wished to be heard <br />regarding this matter. <br />Henry Rodriguez, 356 8d' Court, owns one of the nearby houses and questioned <br />exactly what uses the amphitheater would serve and how much noise there would be. <br />Pastor -dandy Berry stated the plans include limited meetings and the church has <br />tried to direct sounds away from their neighbors to the west. The actual screening is higher <br />than 6 feet and they will certainly take all the necessary measures to contain the sound. They <br />want to be good neighbors. <br />Mr. Rodriguez then questioned whether the property taxes on surrounding properties <br />will go up because the church does not pay taxes, and Commissioner Adams responded that <br />the church has owned the property for some time and the property taxes will not go up <br />because of the church. <br />The Chairman asked if anyone else wished to be heard regarding this matter. There <br />being none, the Chairman closed the public hearing. <br />MOTION WAS MADE by Commissioner Eggert, <br />SECONDED by Commissioner Ginn, that the Board <br />grant the conceptual plan and special exception use <br />approval with the conditions set forth in staff's <br />Memorandum. <br />APRIL 14, 1998 <br />-52- <br />
