3. An engineer's Certified Cost Estimate for the remaining g requite improvements; <br />4. An appropriate security agreement acceptable to the County Attorney's Office; and <br />5. A Utilities Developer's Agreement for final utilities concurrency for each lot. <br />As provided for in the LDRs, the applicant is proposing to "bond -out- for some required drainage <br />and right-of-way subdivision improvements. The Public Works Department has reviewed and <br />approved the submitted Engineer's Certified Cost Estimate. The County Attorney's Office has <br />reviewed and approved the submitted Contract for Construction, and the letter of credit which <br />represents 115% of the estimated cost to construct the required improvements. It should be noted <br />that utility improvements within Heritage Trace at Hobart were previously provided and dedicated <br />to Indian River County. Connection to county utility services for development on each lot will be <br />guaranteed by the attached Developer's Agreement for final concurrency, upon execution of the <br />agreement by the county administrator. <br />Based on the above analysis, staff recommends that the Board of County Commissioners: <br />1. Grant final plat approval for Heritage Trace at Hobart and <br />2. Authorize the Chairman to execute the submitted Contract for Construction of Remaining <br />Required Improvements and accept the letter of credit that secures the contract. <br />3.
