Chief of Environmental Planning Roland DeBlois reviewed the Memorandum and <br />stated that staff is proposing basic access to the area and possibly a small boat dock. <br />Commissioner Ginn questioned the use of a portion of the property shown on the <br />ELMO, and Mr. DeBlois advised that portion is a part of the seller's ownership and he plans <br />to develop it at a later time. <br />Commissioner Ginn questioned whether the piece along the river is virgin, and Mr. <br />DeBlois responded that it is. <br />Commissioner Macht felt the important thing is that more riverfront will be protected <br />from development. The County will retain control of the estuary from the County line to the <br />City of Vero Beach. <br />The Chairman opened the public hearing and asked if anyone wished to be heard <br />regarding this matter. <br />Attorney Bruce Barkett stated that he represents the applicant and is here to answer <br />any questions. <br />Attorney Robert Clark, of 533 SE 23' Street, had hiked across the property and <br />questioned a portion that Fish & Wildlife has tagged with pink ribbons south of Vero Shores, <br />calling it "environmentally sensitive". <br />Attorney Barkett stated that portion is being held by the owner for possible future <br />development and the owner is not interested in selling it. <br />Attorney Clark urged the Board to approve the purchase. <br />The Chairman asked if anyone else wished to be heard regarding this matter.
