16`0 <br />t,60k- F t E Iiva�i <br />The County Land Acquisition Advisory Committee (LAAC), at its meeting on March 25, 1998, <br />voted unanimously to recommend that the Board of County Commissioners authorize staff to <br />submit the following sites for 50% cost -share funding under the Series 1998A FCT cycle: <br />"Wabasso Scrub Addition," " Harmony Oaks," "Oyster Bar Salt Marsh," and `Blue Goose" <br />sites. Of those sites recommended for FCT fimding applications, the Blue Goose site is under <br />review for addition to the LAAC site list, but is not presently on the list. Therefore, LAAC's <br />recommendation that the County apply for FCT fiords for the Blue Goose site is contingent upon <br />the site's listing on the LAAC acquisition list. <br />Following is a break -down of anticipated cost -share funding for the listed LAAC sites (not <br />including projects already acquired or with approved purchase contracts): <br />CARL Archie Carr (overall) <br />Spallone ACNWR <br />Carson Platt Estate <br />SJRWMD Oslo Riverfwnt South (Lowenstein/Salatna) <br />Indian River Fauns (Canty) <br />Vista Prop. Addition <br />Wabasso Scrub Addition <br />Harmony oaks <br />Oyster Bar Salt Marsh <br />N/A (Cons. Ease.) Padgett Branch/Berry Groves <br />PINWR Buffer <br />Knights/Gifford Plots Salt Marsh <br />North Sebastian C.A. Addition <br />The FCT has approved a project plan for after -the -fact 50% funding reimbursement for the St. <br />Sebastian PUD property. FCT has indicated that the County can do a "project boundary <br />amendment" to the St. Sebastian PUD grant, to include the ±19 acre "North Sebastian <br />Conservation Area Addition." Therefore, there is no need to submit a new application under the <br />Series 1998A cycle. <br />Wabasso Scrub Addition <br />The Wabasso Scrub Addition is north of and contiguous to the Wabasso Scrub Conservation <br />Area, which was acquired with 50% funding from the FCT under a previous grant. An <br />application for 50% funding of the Wabasso Scrub Addition under this cycle has an excellent <br />chance of approval. <br />Harmony Oaks <br />The County has an option contract on the Harmony Oaks property; a public hearing relating to <br />the purchase has been scheduled for April 21, 1998. As endorsed by LAAC, staff is <br />recommending that the County purchase the Harmony Oaks property on its own, and apply <br />after -the -fact for FCT 50% cost -share funding. Staff's opinion is that the Harmony Oaks property <br />has characteristics that will make it a very good candidate for FCT funding approval. <br />Oyster Bar Salt Marsh <br />The Oyster Bar Salt Marsh, on the barrier island north of Round Island Park, has characteristics <br />such that 50% FCT funding approval is probable. The Oyster Bar property has been identified as <br />a Phase I property of the Indian River Lagoon Blueway CARL project. However, because the <br />Blueway project is ranked 15m on. the State CARL list, and the fact that the Blueway project is <br />extensive with many properties in 5 counties, staff think it is more expeditious to apply for FCT <br />funding rather than wait for a CARL funding opportunity. <br />Blue Goose Site (Nominated) <br />The ±25 acre `Blue Goose" site on south Jungle Trail is under review by LAAC for <br />consideration to be added to the LAAC site acquisition list. Although the site is not yet on the <br />list, the property's characteristics ( lagoon -related wetlands; archaeological middens; frontage on <br />Jungle Trail, a state designated greenway) would likely qualify it for 50% FCT funding. The <br />County could apply for the FCT grant, and withdraw the application if the property does not <br />make the LAAC site list. <br />APRIL 21, 1998 <br />-66- <br />0 0 <br />
