A third option would be to allow staff <br />to negotiate with Ecotech the stipulated contract provisions in the new agreement that are in <br />the backup. He reported that he had made some progress in negotiating with Mr. Swindell <br />and thought this middle-of-the-road approach would be good, that is, to keep the existing <br />contractor and work under a new contract. <br />MOTION WAS MADE by Commissioner Ginn to approve the <br />compromise option just suggested by Director Hubbs (to allow <br />staffto negotiate with Ecotech the stipulated contract provisions <br />in the new agreement that are in the backup). MOTION DIED <br />FOR LACK OF A SECOND. <br />Commissioner Eggert was under the impression that staffhad done a lot of negotiating <br />already and she sensed that it had been a waste of time. <br />Director Hubbs stated that they had come down from $115,000 to considerably less <br />already. The negotiations had stopped based on the inability to get it lower. He preferred <br />to not divulge the provisions or the dollar amount. He was very confident, based on Mr. <br />Swindell's comments, that it could be brought "a lot closer." He recommended this approach <br />would save the County some money, retain the existing expertise, and solve the overlap <br />problem. <br />Commissioner Adams was curious why Director Hubbs had not brought this out <br />earlier in discussion of this matter, and Director Hubbs replied that he was now suggesting <br />it as a third option. <br />Commissioner Eggert understood, but Director Hubbs had given them no hint that <br />negotiations had already taken place. She was concerned as to why Director Hubbs did not <br />bring them this information earlier. <br />Director Hubbs took responsibility and defended his presentation of the earlier <br />suggested options, but felt this third suggestion fell under the category of sort of an "unsaid <br />option," since the existing contract has that option within it. <br />Commissioner Eggert felt that if there had been an agreed-upon contract at some <br />point, that she would have appreciated knowing the bottom line that had been reached. She <br />wondered why they had not been asked to approve that. <br />Director Hubbs offered that Mr. Swindell might wish to inform the Board of the <br />April 28, 1998 <br />92 <br />
