McCoy, AICP: 6) M <br />Senior Planner, Current Development <br />DATE: April 27, 1998 <br />SUBJECT: Kennedy Groves, Inc.'s Request to Rezone Approximately 39.17 Acres from PD <br />(Planned Development up to 3.54 unitstacre) to PD (Planned Development up to 3.60 <br />units/acre); and to Receive Conceptual PD Plan Approval for a 136 Lot Single <br />Family Planned Development <br />It is requested that the data herein presented be given formal consideration by the Board of County <br />Commissioners at its regular meeting of May 5, 1998. <br />*General Request <br />This is a request by Kennedy Groves Inc., through its agent Knight, McGuire & Associates, Inc., to <br />rezone approximately 39.17 acres from PD (Planned Development up to 3.54 units/acre) to PD <br />(Planned Development up to 3.60 units/acre). As part of the PD rezoning request, a PD conceptual <br />plan/plat has been submitted for approval. The subject site is located at the northeast comer of CR <br />510 and Jungle Trail, and consists of an existing citrus grove. The purpose of this request is to <br />secure the zoning which would permit the construction of single family homes on lots of various <br />sizes, many of which are proposed to be smaller than normally sized RS -6 lots (7,000 square feet). <br />The subject site was rezoned to Planned Development approximately two years ago. As with all PD <br />rezoning requests, that rezoning included a conceptual PD plan. A rezoning is required at this time <br />because the applicant wants to increase the density and modify the conceptual plan design at the <br />project perimeters. Those changes are reflected in a modified conceptual PD plan that is part of the <br />PD rezoning application. <br />At its regular meeting of April 9, 1998, the Planning and Zoning Commission voted unanimously <br />(6-0) to recommend that the Board of County Commissioners approve the rezoning request and <br />conceptual plan modifications, subject to the conditions contained in the recommendation at the end <br />of this report. If the rezoning and conceptual plan modifications are approved by the Board, then <br />a preliminary PD plat/plan for Phase I will be considered by the Planning and Zoning Commission <br />at a later date. <br />eDevelopment Approval Options Available to the Developer <br />Presently, the site is zoned Planned Development (PD), which allows residential development, but <br />must be rezoned in order to increase the density and approve the design changes to the conceptual <br />plan. Any rezoning action must comply with the site's L-2, Low Density Residential 2 (up to 6 <br />units/acre) land use designation. There are two options available to the developer to seek approval <br />of the proposed project. Either of the two options, if approved, would allow the applicant to proceed <br />with his project, as proposed. <br />MAY 59 1998 <br />-19- EO; K <br />
