I <br />Commissioner Adams noted that the item under discussion has nothing to do with <br />taxes. The item does not address or attack Mr. Firtion's Inlet and the Board's responsibility <br />is to all of the County's taxpayers, not just to the Inlet's District. She emphasized that the <br />PEP reef is right on track and felt it was very shortsighted to grade it negatively. <br />Commissioner Ginn questioned why the Sebastian Inlet had not gone to a bypass <br />system which would have continually replaced the sand being lost. <br />Mr. Firtion responded that there has not been enough money in their budget but that <br />they expect more funds from the State this year which will give them an opportunity to <br />examine more options. <br />Commissioner Ginn then questioned whether Mr. Firtion was aware of the study done <br />on the Canaveral Inlet and noted that the Board will be looking at many sources of funding, <br />not just the taxpayers. <br />Joanna Dunlap, 13030 North AIA, a member of the North Beach Civic Association, <br />wondered if some of the members who arrived late could examine some of the data, and Mr. <br />Tabar responded that he would be happy to distribute more copies of the Plan and would <br />make himself available to speak to the Civic Association at their pleasure. <br />Commissioner Macht commented that the Plan does not fight Mother Nature but the <br />people who built the Inlet, the government which has dammed almost every river, depriving <br />the sand from erosion, and the deep plumbing of the aquifer along the coast. These works <br />of man are what needs to be mitigated and replacement of sand is the only solution which <br />has ever shown any improvement. <br />George Gross, 1230 39' Avenue, felt the problem is that no one has taken any action <br />between the 1988 and the 1998 Plan. During that time, the State changed the critical areas <br />from 6 to 8 miles. He wanted to see some action sooner than 4 or 5 years from now and <br />asked the Board to approve the Plan. <br />Michael Walther, 1725 361h Avenue, a coastal engineer, felt this is a very good plan <br />and encouraged the Board to embrace it. <br />MAY 59 1998 <br />
