C Ube <br />BACKGROUND <br />On May 5, 1998, the Indian River County Board of County Commissioners approved <br />Resolutions 98-55 (Resolution n and 98-56 (Resolution II), which contained the <br />preliminary assessment roll and established the date of the public hearing for the <br />subject project. Property owners have been notified of the public hearing by certified <br />mail. Resolution 98-55 was published in the PRESS JOURNAL on May 11, 1998. (See <br />attached agenda item and minutes for the above meeting.) <br />ANALYSIS <br />Design of .the water distribution system is complete. Approval of the attached <br />Resolution III will confirm and approve the preliminary assessment. <br />An informational meeting was held for the property owners on May 19, 1998 at 7:00 <br />p.m. in the County Commission Chambers. The attached map -displays the area to <br />benefit from the assessment project. The area to be served is located north of CR 512 <br />and west of Roseland Road. <br />This area includes all or portions of 24 blocks. Included are 479 lots. There are 449 <br />Parcel IDs. Typical lot sizes are .25 acre, plus or minus. <br />The City of Sebastian entered into an interlocal agreement with Indian River County <br />providing for the transfer of the City of Sebastian's water and wastewater system on <br />September 20, 1995. The agreement requires the County to extend water or wastewater <br />transmission, distribution or collection facilities and improvements, and impose special <br />assessments upon benefited parcels located within the incorporated area of the City. <br />At their regular meeting of June 26, 1996, the City Council adopted Resolution No. R- <br />96-48 (copy attached), which waived the sixty-day notice requirement as per Section. <br />6.07(B) of the interlocal agreement. This resolution further states that the City Council <br />deems it in the best interest of the citizens of Sebastian that Indian River County <br />proceed as soon as possible with the water expansion. <br />The attached map displays the area to benefit from the assessment project. This project <br />is to be paid through the assessment of property owners along the proposed water line <br />route. In the interim, financing will be from the assessment fund with inter -fund <br />borrowing from the water impact fee fund (472) and operations and maintenance fund <br />(471). Engineering design services and the assessment roll have been prepared by staff. <br />Survey work was provided by Masteller and Moler, Inc. We are now ready to begin the <br />assessment process associated with this project. The total estimated cost and amount <br />to be assessed is $981,641.46. The total estimated cost per square foot is $0.191713 <br />(rounded). <br />The estimated cost of Phase II is greater than Phase I, primarily due to a higher ratio of <br />improvements, concrete driveways, more stringent restoration specifications, and <br />conservancy with the estimate, as well as a smaller area of property to distribute the <br />cost over. The assessed cost, as with any project, will be regulated by the degree of <br />competition at the bidding of the project. _ <br />On April 22, 1998, a letter was sent to the City Manager, Thomas Frame, City of <br />Sebastian with a copy of this agenda item and a map of the Phase II -A (Phase II) project <br />area. <br />RECOMMENDATION <br />The staff of the Department of Utility Services recommends that the Board of County <br />Commissioners approve the attached Resolution III. <br />May 26, 1998 <br />24 <br />
