• <br />• <br />There will be three more phases of this project, Design, Bidding, and Construction Administration. A <br />contract will be brought back to the Board prior to initiating the next phase of work. <br />RECOMMENDATION: <br />Staff recommends approval of the attached contract and authorization for their Chairman to execute the <br />applicable documents. <br />In response to Commissioner Adams, Director Dean advised that Spillis-Candela & <br />Partners will be doing the master planning and programming for the new County <br />Administration Building by looking at the proposed site, revisiting the space needs to <br />ascertain required footage, and developing a line -item budget, all of which will be brought <br />to the Board of County Commissioners, hopefully, by the first of September for <br />consideration of whether to move forward or not to Phase Il of the project. <br />Vice Chairman Macht reminded the Board that the original direction to staff was that <br />any building should be very functional, no marble, no walnut, or such. He wanted their <br />marching orders to be that they design "a very plain, very serviceable, very easy to maintain, <br />very easy to air-condition and heat" building. <br />Commissioner Adams and Commissioner Ginn objected to having a building that <br />looks like a big box. <br />Commissioner Ginn thought that civic buildings needed to reflect civic pride, just as <br />our parks do. She believed a good planner could make the building look attractive and <br />functional, not so bare bones. <br />ON MOTION by Commissioner Macht, SECONDED BY <br />Commissioner Ginn, the Board unanimously approved the <br />proposed contract with Spillis-Candela & Partners and <br />authorized the Chairman to execute the applicable documents, <br />as recommended by staff in the Memorandum.
