In response to a query by Commissioner Ginn, County Attorney Vitunac <br />recommended that the lease be signed by the County to solve the issue of whether a new Tax <br />Collector would be bound by that lease. <br />Property Appraiser David Nolte commented that Chapter 13 8.32, F. S., says that the <br />Board may, by resolution, expand the county seat; only after not less than 2 public hearings. <br />He felt that public hearings must be held as there is a big public interest in this momentous <br />decision. <br />County Attorney Vitunac noted that there is no question that 2 public hearings are <br />necessary and believed that Mr. Zimmermann was asking the Board to begin that process. <br />Mr. Zimmermann did not believe there were any public hearings held when the <br />Sheriff's Department moved out west of town. <br />County Attorney Vitunac replied that 2 public hearings were held to expand the <br />county seat when the Sheriff moved and county staff understands that is part of the process. <br />Commissioner Ginn felt all government services should be kept together, in one <br />location. She believed this would be a poor time to have the Tax Collector move while <br />expansion of the Administration Building is being considered. <br />MOTION WAS MADE by Commissioner Ginn, <br />SECONDED by Commissioner Adams, that the <br />Board deny permission to the Tax Collector for this <br />IIIT-A <br />Commissioner Adams questioned whether an operational budget had been prepared <br />for the ensuing year, and Mr. Zimmermann noted that an operational budget had not been <br />prepared but that the only additional expenses would be janitorial services and utilities. <br />Chairman Tippinwouldlike to see Mr. Zi arm follow through with his proposal <br />and noted that there are several departments in the existing Administration Building who <br />need to hire new personnel and cannot because of the lack of space. He wanted to see all the <br />departments in one location but a new Administration Building would be at least 3 to 4 years <br />away and something needs to be done. <br />Commissioner Macht emphasized that Mr. Zimmermann is a constitutional officer and <br />knows his business. He would be very reluctant to withhold permission for this move and <br />did not see any reason to withhold the Board's permission. He did feel that perhaps <br />judgment should be suspended until after the 2 public hearings. - <br />JUNE 291998 <br />
