• <br />- Subject Property 2 <br />Subject Property 2 and properties to the south, east, and west are designated M-1, Medium -Density <br />Residential -1, on the county's future land use map. Land to the north of Subject Property 2 is <br />designated C/I, Commercial/Industrial, on the county's future land use map. <br />- Subject Property 1 <br />The northern =7 acres of Subject Property 1 contain an environmentally sensitive freshwater <br />wetland. The site also contains X6.7 acres of pine flatwoods. The site is not within a designated <br />flood hazard area. <br />Several protected species of plants and animals have been observed on site. Animals that have been <br />observed on site and that are listed as species of special concern or threatened species by the Florida <br />Game and Freshwater Fish Commission and/or the United States Fish and Wildlife Service include <br />little blue heron, American alligator, eastern indigo snake, and gopher tortoise. Plant species that <br />have been observed on site and are listed as threatened or commercially exploited by the Florida <br />Department of Agriculture and Consumer Services include dahoon holly, prickly pear cactus, wild <br />pine, and royal fern. <br />- Subject Property 2 <br />Subject Property 2 consists primarily of scrubby flatwoods, an ecological community which is <br />common throughout the county. No wetlands or any other environmentally sensitive habitat exist <br />on Subject Property 2. Several listed plants and animals have been observed on site. <br />Based on information contained in Federal Emergency Management Agency (FEMA) maps, <br />approximately 1.08 acres, or 4%, of the site are within Flood Zone A. with a presently undetermined <br />minimum base flood elevation requirement. This indicates that a small portion of the property may <br />be within the 100 year floodplain. <br />FEMA maps, however, provide a general indication of flood zone areas. Because of the scale and <br />the generalized nature of FEMA maps, FEMA allows for more detailed and accurate site specific <br />studies. Because Subject Property 2 is part of a DRI application, those types of studies have been <br />conducted for Subject Property 2. Those studies indicate that all of Subject Property 2 is outside the <br />area likely to be flooded in the event of a 100 year storm. <br />Water lines extend to within a quarter mile of both subject sites from the South County Reverse <br />Osmosis Plant, while wastewater lines extend to within a quarter mile of the sites from the West <br />Regional Wastewater Treatment Plant. <br />SR 60 provides access to both sites. West of I-95, SR 60 is classified as a principal arterial roadway <br />on the future roadway thoroughfare plan map. This segment of SR 60 is a two-lane paved road with <br />approximately 200 feet of existing public road right-of-way. This segment of SR 60 is currently <br />programmed for expansion to four lanes by 1999. <br />In this section, an analysis of the reasonableness of the application will be presented. Following a <br />discussion of plan amendment review standards, this section will include the following: <br />• the county's response to DCA's ORC Report objections; <br />• an analysis of the proposed amendment's impact on public facilities; <br />• an analysis of the proposed amendment's compatibility with surrounding areas; <br />• an analysis of the proposed amendment's consistency with the comprehensive plan; and <br />• an analysis of the proposed amendment's potential impact on environmental quality. <br />JUNE 2J998 <br />• <br />-23- 1C,K U rAuE 943 <br />1v <br />
