McCoy, AICP <br />Senior Planner, Current Development <br />DATE: May 29, 1998 <br />SUBJECT: CED Construction Inc.'s Request for Planned Development (PD) Special Exception <br />Use and Concurrent Preliminary PD Plan Approval to Construct an Elderly <br />Affordable Multi -Family Development to be Known as The Club at Vero <br />It is requested that the data herein presented be given formal consideration by the Board of County <br />Commissioners at its regular meeting of June 9, 1998. <br />DESCRIPTION & CONDITIONS: <br />Knight, McGuire & Associates, Inc. has submitted an application for PD special exception <br />use/conceptual PD plan and concurrent preliminary PD plan approval on behalf of CED Construction <br />Inc. to construct a one phase, 184 unit elderly, affordable, multi -family apartment complex to be <br />known as The Club at Vero. The project is proposed to be developed on a 19.24 acre parcel located <br />on the south side of SR 60 just east of the existing Lake in the Woods project. The subject property <br />is zoned RM -8. <br />The conceptual and preliminary PD plans depict the construction of a single 184 unit 3 story building <br />located in the northern portion of the project, along with a pool, and parking areas. On the southern <br />portion of the site, a pond and large open space/picnic and walking trail areas are proposed. The <br />developer has applied for a 20% affordable housing density bonus, which is available through the <br />PD (planned development) approval process subject to special buffering. This project's <br />qualifications for receiving the affordable housing density bonus are discussed in the analysis portion <br />of this report. <br />OPD Project Process <br />As a PD project, the process involved in review and approval of this proposal is as follows: <br />Approval Needed <br />Reviewing Body <br />1. <br />Conceptual Plan/Special Exception <br />PZC & BCC <br />2. <br />Preliminary PD Plan <br />PZC <br />3. <br />Land Development Permits or Waiver <br />Staff <br />4. <br />Final PD Plat <br />BCC <br />The applicant is now requesting approval of the first <br />two steps. <br />June 9, 1998 <br />53 <br />• <br />BOOK IOU PAGE 61 <br />
