COMMISSIONER GINN - CHILDREN'S SERVICES <br />NETWORK <br />The Board reviewed a Memorandum of June 4, 1998: <br />To: County Administrator James Chandler <br />County Commissioners RECEIVE O <br />From: Commissioner Caroline Ginn JUN - 4 1998 <br />Date: June 4, 1998 CLERK TO THE BOARD <br />Subject: Childrens' Services Network <br />When the Childrens' Services Network Ordinance was adopted by the Board of County <br />Commissioners on May 13, 1997, it was expected that the guidelines put in place by the <br />Childrens' Services Network Guide would be followed. <br />In actual practice, the CSNetwork Guide has been ignored and the Childrens' Services <br />Network has proceeded as if the Guide did not exist. <br />An April 27, 1998 memo (attachment B) from Assistant County Attorney, Terrence O'Brien <br />calling attention to these. deficiencies, has also been ignored. <br />The procedures as specified in Chapter 111- Needs Assessmen4 Priorities & Planning <br />of the Guide, (Attachment A) contain safeguards to protect the public purse. The <br />following sequential steps are to be followed: <br />1. A Needs Assessment will determine the identification of <br />unmet and undermet needs. <br />2. Asset Mapping will identify programs, services and activities <br />currently in Place in the county. <br />3. A PRIORITY LIST is to be established based on the results of <br />the Needs Assessment . <br />4. RFPs (Requests for Proposals) are to be INITIATED based <br />upon the recommended priority listing <br />5. A CHILDRENS' SERVICES PLAN is to be developed. <br />THE PLAN IS TO INCLUDE: <br />*An Executive Summary with results of the Needs <br />Assessment, PRIORITIZED NEEDS and <br />recommended programs to meet those needs WITH <br />A THREE-YEAR STRATEGIC PLAN and a ONE YEAR <br />OPERATING PLAN. <br />THE CURRENT SITUATION: <br />*Needs Assessment data is presently being analyzed under a <br />contract with consultants Hershberg/ Salter. The School District <br />has provided funding through a SSN (Shared Services Network) <br />grant from the Department of Education.
