0 <br />s <br />• <br />Background <br />On March 3, 1998, staff brought to the Board a recommendation through Waters Risk <br />Management)for voluntary employee group dental insurance with Direct Dental <br />Systems, Inc. 7DDS. This recommendation was based upon responses received to IRC <br />Pro I #802ce that date, staff has worked with Lynn Hill -Rance, president of DDS, <br />to evelop a contrail for this program. <br />Analysis <br />Joe Baird, OMB Director, Tom Bisaillon, Ac Personnel Director, Ann Rankin, Em loyee <br />Benefits Representative, Beth Jordan, Risk I=, and William Collins, Deputy County <br />Attorney, have worked with Mrs. Hill -Rance to negotiate a contract in keeping with the <br />Proposalsponse upon which the recommendation for acceptance was based and which <br />best protected the financial interests of the County and participating employees. <br />Unfortunately, we have been unable to negotiate such a contract. <br />You recall that the DDS proposal had four (4) areas which led to its endorsement - It <br />offered ow rates, low participation requirements, freedom of choice for dental providers, <br />and no limitations and no exclusions. As we worked to develop the contract, terms an <br />to waiver from those in the Proposal. Limitations on orthodontia were recommend as <br />a dost saving measure. We were asked to consider exclusions and waiting periods. We <br />were advised that ria might increase due to the o�oor performance of other Indian River <br />County employers' plans attributable to overutilization by some Indian River County <br />dentists. We were advised by the local agent who submitted the proposal, Ron McCall, <br />II, that other area clients were in financial trouble due to the lack of monthly <br />accommodation in those plans which were marketed to private sector employers. While <br />our proposal contained monthly accommodation, we became increasingly concerned with <br />the plan. On May 12, Mr. McCall withdrew as agent The reinsurer was purchased byy <br />another insurer and rates increased 25 percentWe have been advised by Mrs. Hill - <br />Rance that the Scheriff s Office plan, similar in design though richer in benefits and lower <br />in premiums than the one proposed for the Board, will undergo major changes upon <br />renewal, including rate increases and the cessation of direct payment to dentists. Instead, <br />employees will be required to pay far dental services and then be reimbursed by DDS.
