DeBloisP <br />Chief, Environmental Planning <br />DATE: July 6, 1998 <br />SUBJECT: PURCHASE OF THE SPALLONE /ARCHIE CARR PROPERTY <br />UNDER THE COUNTY ENVIRONMENTAL LANDS PROGRAM <br />It is requested that the information herein presented be given formal consideration by the Board of <br />County Commissioners at its meeting of July 14, 1998. <br />SUMMARY <br />Staff recommends that the Board of County Commissioners purchase the Spallone/Archie Carr Tract with <br />land acquisition bond funds. The proposed purchase option contract (already executed by the seller) is <br />summarized as follows: <br />Purchaser: Indian River County Board of County Commissioners / Conservation & Recreation <br />Lands (CARL) Program (County is pursuing State policy change to allow 50/50 <br />undivided title interest) <br />Seller: Dr. S.L. & Arlene A. Spallone (1/2), Mr. Ronald M. & Carol Kovnot (1/2) <br />Cost -Share: Conservation & Recreation Lands Program (50%) <br />(includes share of acquisition costs) <br />Total Price: $490,000 (±$ 4,455 per linear oceanfront foot) <br />Other Costs: ±$20,000 (appraisals, survey, environ. audit, title insurance) <br />County Bonds <br />Expenditure: ±$245,000 <br />Acreace: ±1.43 acres (+110 linear oceanfront feet) <br />LAAC Recommendation: <br />At its meeting of June 24, 1998, the County Land Acquisition Advisory Committee (LAAC) voted <br />unanimously (14 to 0) to recommend that the Board of County Commissioners purchase the Spallone <br />property at the negotiated purchase price, with the hope that the State will grant the County V2 undivided <br />title interest in the property under the CARL program cost -share (see attached unapproved minutes). <br />Principal Condition(s): <br />Closing subject to County Commission and Governor & Cabinet approval; County will manage tract as <br />a conservation expansion of its Golden Sands Beach Park (contiguous to the south). <br />July 14, 1998 <br />W <br />.7 <br />1,,00'K -10 1Ar,�, ), <br />
