DeBlois`; MCP <br />Chief, Environmental Planning <br />DATE: July 6, 1998 <br />SUBJECT: Board Consideration of Land Acquisition Advisory Committee (LAAC) <br />Recommendation Concerning Expenditure of Environmental Land Bond Funds <br />It is requested that the information herein presented be given formal consideration by the Board of County <br />Commissioners at its meeting of July 14, 1998. <br />DESCRIPTION AND CONDITIONS <br />On June 24, 1998, at a regular meeting of the County Land Acquisition Advisory Committee (LAAC), staff <br />presented a status report to LAAC concerning the Lost Tree Islands. As a part of that presentation, staff <br />advised LAAC of the overall status of environmental land bond funds. At that time, staff referenced a <br />"LAAC Projects Costs/Revenues Report" (see attached) that was presented to the County Commission on <br />May 12, 1998. The Costs/Revenues Report divides LAAC acquisition projects into 3 categories: "LAAO <br />Project Commitments;" "Anticipated Activity;" and "Other Projects." It is estimated in the Costs/Revenues <br />Report that, after accounting for costs of "LAAC Project Commitments" and "Anticipated Activity," <br />approximately $1,567,409 remains (out of the $15 million first bond issuance) to expend on "Other Projects." <br />At the LAAC meeting, the Committee voted 9 to 5 to recommend that the Board of County Commissioners <br />instruct staff to proceed to negotiate properties listed under "Anticipated Activity" and thereafter projects <br />listed under "Other Projects," but not to commitment funds exceeding $1,567,409 for "Other Projects." (the <br />estimated balance of the first $15 million bond issuance). For reference, attached is an excerpt of the draft <br />LAAC meeting minutes relating to the discussion and vote. <br />As such, this matter is presented for the Board to consider LAAC's recommendation regarding expenditure <br />of environmental land bond funds. <br />July 14, 1998 <br />47 <br />c,o9K 10 O FtjcF 30 <br />
