600K 1016 FAuE 309 <br />Coming away from the LAAC meeting on June 24`h, Commissioner Eggert felt there <br />were deep feelings among the people in three directions. Those feelings were 1) not to go <br />forward, 2) use the second bond issue to go forward with other desirable lands in the county, <br />and 3) hold off any purchases until after the outcome of the Administrative Hearings in <br />December. She thought people believed the matter could be readdressed in January. <br />Vice Chairman Macht did not recall any discussion at that meeting about reserving <br />funds for purchasing Lost Tree Islands. He had never heard that as a specific reason for <br />holding off on issuing the balance of the bonds. His impression was they perhaps wanted <br />to shut down the acquisition program and save the $10 million, but he did not know what <br />was in the mind of the maker of the motion. <br />Commissioner Eggert thought the discussion was wider than that and that all the other <br />options had been discussed during the LAAC meeting. <br />Commissioner Ginn pointed out that the vote was 9-5, far from unanimous. She still <br />felt that the Board really ought not get into purchasing more properties until they know what <br />will happen with Lost Tree Islands. She thought the negotiations should be brought back <br />in-house. She asked for a status report from Assistant County Attorney Terrence P. O'Brien. <br />Assistant County Attorney Terrence P. O'Brien reported that he had not heard from <br />the FCT. <br />Mr. DeBlois advised that FCT had contacted him about getting the signatures <br />completed on the grant extension. The documents are presently with the Town of Indian <br />River Shores. As soon as fully executed locally, it will be sent back to Tallahassee. Based <br />on that, he assumed FCT staff is moving ahead with an extension to December. He had not <br />heard from the FCT concerning negotiations. <br />Attorney O'Brien added that the County has requested reinstatement of the funds. <br />Commissioner Ginn felt that the Round Island South purchase should be moved <br />forward, that the others could wait until we have some kind of resolution of the Lost Tree <br />Islands issue. She felt that issue was not dead, that everyone wanted to see the Islands <br />protected. <br />Vice Chairman Macht agreed that everyone wants to see the islands protected, but <br />there was an interesting dichotomy occurring. He spoke of guidelines for one issue being <br />demanded, yet in the Lost Tree Island issue there had been a deviation from the land <br />acquisition guidelines. <br />July 14, 1998 <br />W <br />
