Manns Turtle Monitoring should have cont ertced on April 1. The <br />City has informed us that they do not have sufficient staff to mark all the nests in the PEP reef and control <br />areas (9000 feet) or to conduct nest inventories. It is my understanding that James Rosch is currently <br />marking nests under Bill Stay's permit. I can't <br />help but feel that after participating in the lengthy <br />and costly legal and administrating preceding that re- <br />sulted in the a change in the state's position to issue <br />the county a permit for the deployment of the PEP reef <br />that this is what state had wanted all along. <br />It seems to me that the turtles as well as some other <br />elements of the project have been used to reestablish <br />the state's position against the reef. Their motives <br />still remain unclear to me, but nevertheless are real. <br />At this point in time, I'm assuming that the county <br />intends to terminate the final year of my monitoring <br />contract due to Mr. Arnold's pronouncement about the <br />failure of the reef. Please note, that just prior <br />to this letter and in response to your letter that you <br />were keeping me on board until the monitoring was con- <br />cluded, I took -the necessary steps to mobilize this pro- <br />ject for the 1998 season. Consequently, I'm prepared to <br />finish my commitment with the county. Please nct4fl <br />me of your intentions at your earliest convenience. <br />Please find enclosed my final invoice for last season's <br />work.
