2. Off-street parking and loading areas have been adequately provided including <br />provisions for overflow parking and a separate, covered drop-off area for residents. <br />3. Utilities in the form of public water and sewer service have been adequately <br />provided. <br />4. Screening and buffering have been adequately provided, including landscape <br />plantings between parking space/driveway areas and Indian River Boulevard, and <br />between the proposed building and 4th Court. <br />5. Signs and lighting were addressed during site plan review and meet all county <br />requirements. <br />6. Required yards and open space have been accommodated by the proposed design, <br />including accommodation of setbacks after the acquisition of 25' of Indian River <br />Boulevard right-of-way from the site. <br />7. Consistency with the comprehensive plan and LDRs: As described in this report, <br />the proposed use, intensity, and site plan design are in accordance with the <br />comprehensive plan and LDRs. <br />8. Compatibility with surrounding uses: The project's intensity, location, and <br />screening are adequate to ensure compatibility with surrounding uses. <br />9. Public health, safety, and welfare: No adverse impacts on public health, safety, and <br />welfare are anticipated since the project design meets all utility service, <br />environmental health, traffic and drainage requirements. <br />10. Orderly development: the project promotes orderly development by being designed <br />to properly fit into the area roadway, utilities, and drainage network and by being <br />compatible with surrounding uses. <br />18. Specific Land Use Criteria: The applicant must satisfy all applicable criteria for an adult <br />congregate living facility for 21 or more residents. Specific land use criteria for group homes <br />and adult congregate living facilities are as follows: <br />*Criteria for group homes: Levels I, II, and III, residential centers, and adult congregate <br />living facilities. Group homes shall be distinguished by their resident capacity as follows: <br />1. Level I group home or ACLF, up to eight (8) residents including caretaker(s) per <br />shift; <br />2. Level II group home or ACLF, up to twelve (12) residents including caretaker(s) per <br />shift; <br />3. Level III group home or ACLF, up to twenty (20) residents including caretaker(s) per <br />shift; and <br />4.
