SOUTH OF 33RD STREET (CHERRY LANE) <br />INDIAN RIVER COUNTY PROJECT NO. UW -98 -05 -DS <br />RESOLUTIONS I AND II <br />BACKGROUND <br />On April 7. 1998, the Indian River County Board of County Commissioners unanimously <br />authorized staff to proceed with the design engineering necessary in order to proceed with the <br />above-mentioned project. Design has been completed by the Department of Utility Services <br />staff. We are now ready to begin the assessment process associated with this project. (See <br />attached agenda item and minutes of the above -referenced meeting.) <br />ANALYSIS <br />After a site inspection with the project engineer, the original twenty properties which may benefit <br />from this proposed project have been expanded to include one additional property, which would <br />only be able to have water service from the proposed water line on 59`h Avenue. This changes <br />from 65% to 61.9% the thirteen signatures supporting this petition project, of the twenty-one to <br />benefit. Staff recommends the inclusion as the only equitable method for a proportionate sharing <br />of the cost. <br />Eighteen of the properties are from .42 acre to .67 acre. The three largest properties are each <br />greater than two acres in size with a single-family residence on each. These properties also <br />contain some wetlands and a lake. Due to implied constraints as to future development. staff <br />recommends a one -acre assessment for each of these three parcels. (See attached schedule of <br />parcels, lot sizes, and map, which displays the area to benefit from the assessment project.) <br />Attached are Resolutions I and II for the assessment project. The total estimated project cost and <br />amount to be assessed, including engineering and administration, is $62,840.00. The estimated <br />cost per square foot is $0.125032 (rounded). This project is to be funded through the assessment <br />of property owners along the proposed water line route. In the interim. financing will be from the <br />assessment fund. <br />RECOMMENDATION <br />The staff of the Department of Utility Services recommends that the Board of County <br />Commissioners approve the attached resolutions. which approve the preliminary assessment roll <br />and establish the public hearing date. <br />AUGUST 18, 1998 <br />is 0 <br />
